Maria Luís Albuquerque serves as the Commissioner for Financial Services and the Savings and Investments Union, where she focuses on unlocking the financing necessary to support the EU’s green, digital, and social transitions. Her role involves safeguarding financial stability, improving access to finance for EU businesses, and creating better opportunities for citizens to enhance their financial security.

She leads the development of a European Savings and Investments Union, aiming to harness the vast private savings available across the EU to support broader economic goals. To address market fragmentation, she is designing saving and investment products at the EU level and reviewing regulations to help European companies and startups secure financing for growth within Europe. Albuquerque also works on risk-absorbing measures that encourage private investment from banks, venture capitalists, and other investors.

Her responsibilities include implementing the sustainable finance framework and ensuring the EU maintains its leadership role internationally in this area. She works to strengthen EU-level financial supervision to mitigate risks to stability and is advancing the Banking Union, including efforts to develop a European Deposit Insurance Scheme. Protecting consumers and retail investors is a priority, with initiatives aimed at empowering individuals to make informed financial decisions.

Additionally, Albuquerque promotes the adoption of digital finance and payment technologies to modernize the financial system. She oversees the implementation and enforcement of anti-money laundering and counter-terrorism financing measures, including preparing for the launch of the dedicated EU Authority in this field. Lastly, she contributes to refining the EU’s strategic sanctions framework to ensure flexibility in responding to emerging threats, such as cyber and hybrid attacks.
